Step 1: Preheat the Oven : Preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.
Step 2: Prepare the Dry Mixture : In a large bowl, whisk together flour, baking powder, salt, pepper, and (if using) garlic powder and sugar.
Step 3: Add Butter : Add cold butter cubes into the flour mixture. Using your fingertips or a pastry cutter, rub the butter into the flour until the mixture resembles coarse breadcrumbs.
(The key is to keep the butter cold for flakiness.)
Step 4: Add Cheese and Herbs : Stir in grated cheese and chopped herbs. Toss gently to combine.
Step 5: Add Wet Ingredients : Make a well in the center and pour in milk (and beaten egg if using). Mix gently with a fork or spatula until the dough just comes together.
(Do not overmix — overworking makes the scones tough.)
Step 6: Shape and Cut : Transfer the dough to a lightly floured surface. Gently pat or roll out to about ½ inch (1.2 cm) thickness. Use a small round cutter or knife to cut mini scones.
Step 7: Prepare for Baking Place the scones on the prepared tray. Brush the tops with milk and sprinkle a little grated cheese and herbs on top.
